D.C. Government Updates
- DC budget update: Council Chair Phil Mendelson this weekend released his proposed amendments to the FY 2026 budget which the full Council will have its first of two votes on Monday, July 14. The budget may, and likely will be, amended further by the Council before final approval. Items relating to the neighborhood:
- Harry Thomas Rec Center renovations still funded on schedule ($13.35 million funded so far, $5.65 million additional in 2026)
- Eckington/Edgewood Library project still funded on schedule ($525,000 in 2026, $3m in 2027, $20.5 million in 2028, $232k in 2030)
- $200,000 in the DDOT budget for MBT drainage repair under New York Avenue underpass (the budget uses the word “extend” rather than “repair” but this is what it is) – Councilmember Parker has been especially helpful on this priority, please thank him!
- NoMa third entrance project funding restored to 2027-28 (the Mayor had proposed delaying it three years to 2030-31)
- Continuation of the Throne restroom in Alethia Tanner Park (the Mayor had proposed ending this contract) – Councilmembers Parker and Nadeau have been especially helpful on this priority, please thank them!
- Eminent domain authorization to acquire the “Mamo lot” at North Capitol & Florida Ave (northwest corner)
- The developer subsequently filed a new development proposal, which will be presented to ANC 5E and ANC 5F this Tuesday.
- Potential funding to develop safety improvements on Rhode Island Avenue NE
- Lincoln Road Bike Lanes: soliciting public feedback at https://projects.ddot.dc.gov/pages/4469b21a4a32449fb6b0511423742b32
- June 21 Edgewood Recreation Center open house was canceled and will be rescheduled.
- WMATA Better Bus network redesign took effect June 29
- D32 issue: outside of rush hour the bus has no scheduled stops for 0.7 miles between 3rd/RI and 12th/RI, precluding transfers to/from RI Ave Metro Station. ACTION ITEM Adopted: ECA authorize a letter be sent to WMATA asking them to remedy this and add D32 stops at 8th Pl NE and 5th St NE. ANC 5F may also be sending a letter.
- Bench installed at new bus stop at Eckington Place and Q.
- Southbound D36 bus stop at Rhode Island & 4th discontinued due to safety issue making the left-hand turn. Board the D36 at 4th/Bryant or 5th/Rhode Island.
- North Capitol Street Study Phase 2 (Jeff)

- Wed July 16 safety audit walk from Randolph Place to Michigan Avenue, 3:30pm to 6pm, all welcome
- Thu July 17 safety audit walk from Massachusetts Avenue to Randolph Place, 8am to 10:30am, all welcome

- DDOT has proposed installing safety treatments at numerous North Capitol Street intersections, including at New York Avenue, Florida Avenue, Quincy Place, Randolph Place, and Channing Street. These were recommendations from North Capitol Street Study Phase 1. Submit comment by July 18. ACTION ITEM Adopted: ECA submit a letter supporting some or all of these installations.
- N Cap & NY Ave: refresh crosswalk, install automated traffic enforcement camera, install signage and stop bars
- N Cap & FL Ave: refresh crosswalk, install signage and stop bars
- N Cap & Quincy Pl: refresh crosswalk, install signage
- N Cap & Randolph Pl: install speed humps, install signage, refresh crosswalk
- N Cap & Channing St: install centerline speed hump, install signage, refresh stop bar
- DDOT has proposed installing a stop sign at 1st/Q NE where there are stops signs in 3 directions but not all 4. Submit comment by July 30. ACTION ITEM Adopted: ECA submit a letter supporting this installation.

- Past month: 35 incidents: 1 homicide, 0 assault with dangerous weapon, 2 robberies, 19 thefts, 13 motor vehicle thefts, 0 arson
- YTD: 376 incidents (down from 394 last year at this time): 2 homicide, 11 assault with dangerous weapon, 39 robbery, 11 burglary, 216 theft, 97 motor vehicle theft, 0 arson
- MPD has especially flagged a spate of thefts on the MBT, and has increased patrol presence.
